If you are running a non-en-US Windows 10, and wish to install Remote Server Administration Tools for Windows 10, you may notice the install does not succeed.

The installation of RSAT finishes after about 5-10 seconds, claiming it has been installed successfully. However, the RSAT tools are nowhere to be found, and update history does not show KB2693643 to be installed.

The DISM log file can be found at C:\WINDOWS\Logs\DISM\dism.log

Looking at the log mentioned in the above output, we see:

Cause

At the moment, RSAT only installs if the English (US) language pack is present.

Resolution (workaround)

To resolve the issue, install the English (US) language pack in Windows 10, then install the RSAT package. Setting English as the default display language is not required.

Notice: language-depending instructions ahead
Because you are probably not running the system in English, the instructions (screenshots, labels, links and buttons) will not be entirely accurate. However, to make these instructions accessible to everyone, I've kept everything in English. It's up to you to translate all to your own system's language.
  1. From the Start menu, open Settings.
  2. Click on Time & Language. On the left, click on Region & language.
  3. At the Languages section, click on Add a language, select English, then English (United States).
  4. The language will appear in the list, and its status will briefly be set to Searching Windows Update:
    When the language pack was found on Windows Update, the status will change to Language pack is available.
  5. Click English (United States), some buttons will appear. Click on Options.
    Click on the first Download button (at Download language pack) to download and install the language pack.
    Wait for the download and installation to complete.
    When done, you do not have to set English (US) as the default language.
  6. When the installation is completed, try reinstalling the RSAT update (WindowsTH-KB2693643).
    The installation will now take a good deal longer, and when it completes, you will be prompted to reboot.
